I was sitting downtown waiting for my wife to get out of a PSU class and I watched this city worker for over 30 minutes asleep in his car, along with me 3 different passerbys stopped and laughed at him sleeping.

So he had some off time! Could be a tiring job. If it were sunny outside and I had a few hours to sod off, i'd do the same.
