I believe that adults must not be harassed into this buckling-up, even though I also believe the law must require young motorists and also children protected with safety seats or relevant restraints, including on the school buses. In the case of adults in their private vehicles the issue is one of choice, the only exceptions might include unbuckled and also reckless, careless or drunk driving. An adult unbuckled in and by itself should not be a crime in my opinion but may be an insurance premium issue. UK's 'Embracing Life' is an excellent public service promotion that communicates an important need without the state making threats. Would like to see similar promotions in the US for motorists and also ads covering children riding the school buses.
